After my experiences with implementation of TimeMaker, I did realized that there are 4 phases. I name them with color, because you can very quickly find out the phase by the looking on the TM Matrix. Each item is there marked by specific color, describing it state. Here is the description of color.

1) white - TimeMaker is empty

2) red - everything is red and overdue - Managers has filled the application with tasks, but no one is following them.

3) green - all task are for today or near future, but all are green - Managers was able effectively request care of workers, but everything is just moved. People are still not doing the tasks.

4) black - actually it’s 10% red, 50% green and 40% black - everything is working correct and TimeMaker is applied and used.
